The Federal Highway Administration’s adoption of the 11th Edition of the Manual on Uniform Traffic Control Devices (MUTCD) in January 2024 introduces several updates that could influence how Logo Programs operate across the country. While each state is evaluating their specific positions, there are a few areas that may merit attention as stakeholders review the changes and considers next steps.

Service Categories and Supplemental Messages

The MUTCD reaffirms that Logo signs are limited to gas, food, lodging, camping, attractions, and electric vehicle (EV) charging. States may interpret how EV services are incorporated — either by adding EV as a service category or allowing it to appear as a supplemental message (e.g., “EV Charging,” “Diesel,” or “24 Hours”). How states approaches EV charging could affect eligibility and participation in the program.

Abundant Services and General Service Signs

The new MUTCD guidance notes that when interchanges have an abundance of services, agencies may consider General Service signs instead of Logo signs. While some states, such as Virginia, have opted to continue with Logo assemblies even in saturated areas, states will need to evaluate whether adjustments to interchange signing policy are appropriate for each states corridors.

Attraction Panels

For Attraction Logos, the MUTCD suggests a maximum of four panels per assembly to avoid over-saturation and ensure clarity for motorists. Some states continue to allow more, balancing roadway readability with business participation. Each state will need to determine whether attractions as a service category face new limitations on sign availability.

TODS and Distance Criteria

For Tourist-Oriented Directional Signs (TODS), the MUTCD includes guidance such as limiting eligible facilities to within five miles. States have flexibility to extend that distance based on geography and demand. Whether states maintains its current standards or aligns with this guidance could affect rural businesses and attractions.
